A Health Savings Account (HSA) is a tax-advantaged account paired with a high-deductible health plan; the balance rolls over year to year and stays with you. A Flexible Spending Account (FSA) is an employer-run account funded from your paycheck, usually with a use-it-or-lose-it deadline each plan year. Both can pay for qualifying medical expenses with untaxed money. Most of the larger red light therapy brands now let you pay with an HSA or FSA card, but almost none of them can take the card on its own: a panel is a "dual-purpose" item under the IRS rules, so the purchase qualifies only when a licensed provider issues a letter of medical necessity (LMN) for a condition you actually have. In practice that means a short health survey at checkout through a partner such as Truemed, Sika or Flex, after which the card is charged or you are reimbursed. IRS Publication 502 limits medical expenses to the "diagnosis, cure, mitigation, treatment, or prevention of disease" and excludes things "merely beneficial to general health". A red light panel is not on the pre-approved list, so it sits in the dual-purpose category: eligible when it treats a diagnosed condition, not when it is bought for general wellness. The payment partners the brands use handle that gap. Truemed's help center puts it plainly: without an LMN, products in this category "are considered general wellness purchases and do not qualify", and its FAQ adds that "HSA/FSA administrators make the final determination on all claims".

If you qualify, the LMN is issued (Hooga quotes 24 to 48 hours), the purchase is charged to the HSA/FSA card, or you pay by credit card and submit for reimbursement. It takes the top spot because it is the panel in the database that publishes the most checkable data: every wavelength carries a density figure and the irradiance figure comes from a named lab with the instrument stated, so the numbers you put into the dose calculator are the numbers the panel delivers. The 60-day window matters for an HSA/FSA purchase, since it is longer than most brands offer and the refund goes back to the account it came from. One caution: the brand's site shows the HSA/FSA badge but does not itself explain the process, so expect the Truemed survey at checkout rather than a plain card payment.

Bestqool's cheaper BQ40 comes with a 30-day return window and a 2-year warranty, and the prepaid return label is deducted from the refund, which is a tighter fit for a purchase made with an LMN you might not be able to reuse. The HG300 gives a 60-day window and a 3-year warranty at $199, and Hooga is the brand with the clearest HSA/FSA page of the group, including the LMN timing and the US-only limit. The trade-off is the irradiance figure, which the brand publishes without a method; treat it as a solar-meter class number and halve it before planning sessions, as the labels guide explains.

It is also a full-body-height panel with a 60-day trial, so the same purchase covers joints, back and legs in one position. Check the trial window against the LMN. A refund goes back to the HSA/FSA account. A 60-day window (RLT Home, Hooga, Helio Cure) leaves time to test the panel; a 30-day window (BlockBlueLight) does not leave much.
Keep the paperwork. Truemed's FAQ is explicit that the plan administrator makes the final call; keep the LMN and the itemized receipt in case the claim is queried.
